Combate a violência contra crianças e adolescentes: um estudo da intersetorialidade entre os atores da rede de proteção em Colinas do Tocantins - TO

Abstract

This dissertation addresses the issue of combating violence against children and adolescents, focusing on intersectoral collaboration among the actors within the protection network in the municipality of Colinas do Tocantins, Brazil. The main objective of the study is to understand how the various agencies and institutions that make up the protection network coordinate their efforts to confront the multiple forms of violence affecting children and adolescents in the region. Another objective is to develop an informational booklet to assist the local community in correctly engaging these agencies and institutions. Initially, the study presents an overview of the legal and regulatory framework related to child and adolescent protection, highlighting milestones such as the 1988 Federal Constitution and the Statute of the Child and Adolescent (ECA), as well as international treaties and national legislation on the subject. The research also examines data and perspectives on violence against children and adolescents at both global and national levels, underscoring its complexity and persistence. A qualitative approach was adopted, employing semi-structured interviews with 8 (eight) professionals working in the main agencies of the protection network in Colinas do Tocantins, including the Guardianship Council, Civil Police, Military Police, Judiciary, CREAS, and CRAS. The results highlight the importance of intersectorality as a guiding principle for protection actions, while also revealing challenges related to communication between sectors, resource scarcity, and the need for continuous training. It is concluded that, despite normative advances and the existence of a formally established network, there are still barriers that limit the effectiveness of joint action among these agencies. Strengthening institutional ties and implementing integrated public policies are essential to fully ensuring the rights of children and adolescents.
