| metadata.dc.description.resumo: | O objetivo geral desta pesquisa foi avaliar a contribuição da Central de Processamento Eletrônico (CEPRE), do Tribunal de Justiça do Acre, do ponto de vista de sua eficácia para promoção do acesso à justiça. A hipótese trabalhada foi que a implementação do cartório unificado, mais do que uma inovação da gestão administrativa, possibilita uma justiça acessível, resguardando a dignidade da pessoa humana. Os objetivos específicos foram: (i) descrever o histórico do processo de unificação dos cartorários até o surgimento da CEPRE, destacando os principais marcos e desafios enfrentados no período. (ii) examinar o impacto das estratégias de gestão/tecnológica implementadas pela Central na melhoria da prestação jurisdicional. Isso incluiu ferramentas de monitoramento, painéis de Business Intelligence (BI) e planilhas Excel, na coleta e análise de dados para a gestão judiciária. (iii) investigar a Central como melhoria do acesso à justiça e à dignidade da pessoa humana. Tratou-se de uma pesquisa com abordagem multifacetada: bibliográfica, documental e com elaboração de cartilhas; quantitativa e qualitativa, de corte transversal. Utilizaram-se a técnica da análise do discurso e o método estruturalista. Sendo a necessidade de garantir o acesso à justiça uma realidade confirmada, foi essencial discutir a temática, buscando lançar um olhar diferenciado, amplo e interdisciplinar sobre os obstáculos e desafios para a efetivação desse direito. Assim, a pesquisa contribuiu para uma compreensão aprofundada dos impactos da Central de Processamento Eletrônico (CEPRE) como uma inovação administrativa que não apenas aprimora a gestão, mas também amplia o acesso à justiça e promove a dignidade humana. Ao fornecer uma análise detalhada dos desafios e avanços na prestação jurisdicional por meio de ferramentas tecnológicas e estratégias de gestão, este estudo enriqueceu o debate sobre a efetivação do direito de acesso à justiça no contexto contemporâneo. |
| Abstract: | The overall objective of this research was to evaluate the contribution of the Electronic Processing Center (CEPRE) of the Acre State Court of Justice, from the perspective of its effectiveness in promoting access to justice. The hypothesis was that the implementation of the unified registry, more than an innovation in administrative management, enables accessible justice, safeguarding human dignity. The specific objectives were: (i) to describe the history of the process of unifying registry offices until the emergence of CEPRE, highlighting the main milestones and challenges faced during the period. (ii) to examine the impact of the management/technological strategies implemented by the Center on improving the delivery of justice. This included monitoring tools, Business Intelligence (BI) dashboards, and Excel spreadsheets for the collection and analysis of data for judicial management. (iii) to investigate the Center as an improvement in access to justice and human dignity. This was a multifaceted research with a bibliographic, documentary, and leaflet-based approach; it was both quantitative and qualitative, with a cross-sectional design. The techniques of discourse analysis and the structuralist method were used. Given the confirmed reality of the need to guarantee access to justice, it was essential to discuss the topic, seeking to cast a different, broad, and interdisciplinary eye on the obstacles and challenges for the effective realization of this right. Thus, the research contributed to a deeper understanding of the impacts of the Electronic Processing Center (CEPRE) as an administrative innovation that not only improves management but also expands access to justice and promotes human dignity. By providing a detailed analysis of the challenges and advances in the delivery of justice through technological tools and management strategies, this study enriched the debate on the effective realization of the right to access to justice in a contemporary context. |
