Abstract

The disputes for democracy in Syria at the beginning of the famous Arab Spring have had repercussions for the entire international territory, mainly on the flow of refugees and displaced people in Syria. The whole principle of Human Rights, International Humanitarian Law and the legitimacy of the Red Cross are placed on the agenda. Although the scenario was fragmented by the oppressive government of Syria in response to population rebellions, the factors that further intensified the catastrophe are also linked to the influence of the Islamic State, religious dispute and history of previous wars. The Red Cross has acted internationally on the Syrian scene since the beginning of the conflict, with humanitarian aid through the support of National Societies. For the purpose of the monograph, it was analyzed how the European Border and Coast Guard Agency (Frontex) acted in the collaboration of refugees at the borders, also emphasizing the difficulties that refugees face in trying to cross protected barriers and point out countless deaths and flows illegal refugees due to the protection of European borders; which also results in a critical analysis by the ICRC that Frontex is responsible for the safe flow of refugees does not comply with these practices. Using the quantitative method, tables were also drawn up indicating the ICRC's humanitarian aid from 2011 to 2015, concluding how the organization was able to provide support in the midst of the civil war camp, with food, water, basic utensils in addition to monitoring European barriers.
