metadata.dc.description.resumo: Ao longo dos últimos séculos, o homem alcançou feitos extraordinários na ciência e na tecnologia, entretanto, a erradicação da fome e da desigualdade social no mundo ainda se coloca como grande desafio para a humanidade. Essa contradição parece revelar que desenvolvimentoeconômico e desenvolvimentosocial ainda se mostram divorciados de um mesmo objetivo dentro do escopo do sistema político-econômico capitalista, pois a riqueza e a opulência convivem de forma pacífica com a pobreza e afome (SEN, 2010). Nas duas últimas décadas,no Brasil,avanços na educação e na renda da população aferidos pelos indicadores socioeconômicos, apresentados por órgãos como, o Instituto de Pesquisa Econômica Aplicada (IPEA/2015) e o Instituto Brasileiro de Geografia e Estatística (IBGE/2018), revelam que essa situação, em parte, é resultante da implementação de políticas de proteção social. Partindo desse pressuposto, esta pesquisa tem por objetivo analisar as consequências de uma política redistributiva, o Programa Bolsa Família (PBF), no município de Araguaína-TO, região Norte do Brasil. Justifica-se o interesse neste tema, a compreensão do alcance de uma política pública de extrema importância para seus subsidiados, principalmente aqueles do espaço escolar das redes públicas de educação. Nessa trajetória, recorremos a alguns númerosque demonstraramevolução nos índices socioeconômicos,todavia,buscamos pensar desenvolvimento além dos dadossintéticos, e, para tal, utilizamos as teorias de dois autores: Amartya Sen, que versou sobre o processo de desenvolvimento com foco no bem-estarsocial dos indivíduosa partir das liberdades substantivas; e Michel Foucault, para discutir sobre os dispositivos Lei-Família-Escola.Também realizamos entrevistas com cinco famílias de alunos que estudam em uma escola pública da rede estadual subsidiadas pelo PBF. Os resultados obtidos com estapesquisa revelaram que nos últimoscincoanos o número de beneficiáriosdo PBFvem diminuindono município de Araguaínae, devido à importância dessa políticapública no contexto econômico dessas famílias, principalmente por possibilitar acesso de seus filhos a escola,requer atenção redobrada, tendo em vista que essas famílias ainda não compreendem essapolítica pública como direito pleno. Outrossim, quando tomamos a educação como oportunidade social, entendemos que o Programa Bolsa Famíliaprecisaatuar de forma mais contributiva eestabelecer parâmetros que possam garantir que os filhos dessas famílias tenham, além do acesso, educação de qualidade, aspecto que apenas pela condicionalidade de frequência preconizada pela Lei 10.836/2004 não é garantido. As entrevistas realizadas com a equipe escolar demonstraram que é preciso ampliar o olhar acerca dos alunos subsidiados pelo PBF,entendemosaindaquão necessário é que o Estado continue avançando em políticas de proteção social para quetenhamosde fatoa eliminação de privações e desigualdades sociais no Brasil.
Abstract: Over the past centuries, man has achieved extraordinary achievements in thescience and technology, however, the eradication of hunger and social inequality in the world is still a major challenge for humanity.This contradiction seems to reveal that economic development and social development are still divorced of the sameobjective within the scope of the capitalist political-economic system, as wealth and opulence coexist peacefully with poverty and hunger (SEN, 2010).In the last two decades, in Brazil, advances in education and income of the population, as measured by socioeconomic indicators,presented by bodies such as the Institute for Applied Economic Research (IPEA/2015) and the Brazilian Institute of Geography and Statistics (IBGE/2018), reveal that this situation is partlythe result of the implementation of social protection policies.Based on this assumption, this research aims to analyze the consequences of a redistributive policy, the Bolsa Família Program (PBF), in the municipality of Araguaína-TO, northern Brazil. Theinterest in this topic is justified, the comprehension of the reach of a public policy of extreme importance for its subsidized, mainly those of the school space of the public education networks. In this trajectory, we resorted to some numbers that showedevolution in socioeconomic indexes, however, we tried to think about development beyond synthetic data, and, for this, we used the theories of two authors: Amartya Sen, who talked about the development process with a focus on good -the social welfare of individuals based on substantive freedoms; and Michel Foucault, to discuss the Law-Family-School provisions.In addition to socioeconomic data, we conducted interviews with five families of students studying at a public school in the state network subsidized by the PBF. The results obtained with the research revealed that in recent years the number of beneficiaries has been decreasing, and, due to the importance of this public policy in the economic context of these families, mainly because it allows their children access to school, the increase in the PBF offer requires greater attention.The results obtained with this research revealed that in the last five years the number of PBF beneficiaries has been decreasing in the municipality of Araguaína, and, due to the importance of this public policy in the economic context of these families, mainly because it allows their children access to school, it requires increased attention, given that these families still do not understand this public policy as a full right. Furthermore, when we take education as a social opportunity, we understand that the Bolsa Família Program needs to act in a more contributory way and establish parameters that can ensure that the children of these families have, in addition to access, quality education, an aspect that only due to frequency conditionality recommended by Law 10.836 / 2004 is not guaranteed.The interviews carried out with the school team demonstrated that it is necessary to broaden the view about students subsidized by the PBF, we also understand how necessary it is for the State to continue advancing in social protection policies so that we have in fact the elimination of deprivations and social inequalities in Brazil.
