metadata.dc.description.resumo: A alimentação deve ser compreendida como um direito da população garantido pela Constituição Federal Brasileira de 1988, dentre outros dispositivos legais. Nesta perspectiva, o Programa Nacional de Alimentação Escolar (PNAE) foi criado para certificar a oferta de alimentação no ambiente escolar, contribuindo para o crescimento e o desenvolvimento biopsicossocial, a aprendizagem, o rendimento escolar e a formação de hábitos alimentares saudáveis. Com a sanção da Lei nº 11.947 de 2009, ampliou-se seu atendimento à toda rede pública de educação básica, tornando-se imperativa a adequação de escolas que não ofertavam alimentação escolar para o ensino médio, dentre elas as instituições da Rede Federal de Educação Profissional, Científica e Tecnológica (EPCT). Frente aos desafios desse processo, o objetivo deste trabalho foi avaliar a implementação do PNAE na Rede Federal EPCT. Trata-se de pesquisa aplicada realizada através de estudo transversal, prospectivo, quali-quantitativo, observacional, descritivo e analítico que utilizou como técnicas de coleta de dados a revisão da literatura, a análise documental, a observação participante e a aplicação de formulário semiestruturado encaminhado via e-mail. Os dados obtidos foram tabulados na plataforma Planilhas do Google e os resultados das análises descritivas foram expressos em frequência relativa e absoluta. As análises estatísticas e elaboração de gráficos foram realizados com o auxílio do software R, versão 4.1.0. Para análise das respostas das perguntas abertas, utilizou-se o método de Análise de Conteúdo de Bardin (2011). Os resultados indicam aumento de 27,1% para 76,1% no percentual de implantação do PNAE na Rede Federal EPCT, desde o estudo realizado por Costa (2015). Duas instituições relataram não ter implantado o PNAE em nenhuma de suas unidades, ambas as instituições da região Norte, reforçando a importância de estudos que analisem as particularidades do PNAE nessas instituições. A maioria das unidades participantes utiliza gestão de compras do PNAE descentralizada, totalizando 58,2%, porém não se sabe ainda qual a repercussão desta preferência nas escolas da Rede. Das soluções propostas para as dificuldades operacionais na implementação do Programa destacam-se, nas categorias indicadas no questionário: no planejamento a utilização de recursos do Programa Nacional de Assistência Estudantil e do custeio; na aquisição dos gêneros alimentícios evidenciou-se a formação de comissões específicas para esses trabalhos e a divulgação das chamadas públicas em rádio, TV e outros veículos de comunicação; no recebimento, armazenamento e distribuição dos gêneros alimentícios se destacam a utilização de alimentos prontos para o consumo e de estagiários ou bolsistas para auxílio nas etapas de execução do Programa; na execução do cardápio e prestação de contas destacou-se a articulação junto aos Setores Administrativos quanto à execução financeira do Programa e a elaboração de projetos na área de Educação Alimentar e Nutricional (EAN). Quanto aos resultados da observação participante, realizada no Instituto Federal de Educação, Ciência e Tecnologia do Tocantins (IFTO), observou-se que o engajamento dos servidores com o PNAE ocorreu a partir do conhecimento sobre o Programa. Algumas soluções para as dificuldades operacionais encontradas pelo IFTO foram semelhantes às citados no questionário por outras instituições da Rede, a saber: articulação com as Secretarias de Educação do estado e do município para o mapeamento dos produtos da agricultura familiar; a escolha de itens de fácil manipulação para o cardápio e a participação de servidores em curso de capacitação para melhor execução do Programa. De forma geral, observou-se evolução do PNAE em instituições da Rede Federal EPCT, em especial no IFTO
Abstract: Food must be understood as a right of the population guaranteed by the Brazilian Federal Constitution of 1988, among other legal provisions. In this perspective, the National School Feeding Program (PNAE) was created to certify the supply of food in the school environment, contributing to biopsychosocial growth and development, learning, school performance and the formation of healthy eating habits. With the sanction of Law No. 11,947 of 2009, its service was expanded to the entire public basic education network, making it imperative to adapt schools that did not offer school meals for secondary education, including the institutions of the Federal Education Network Professional, Scientific and Technological (EPCT). Faced with the challenges of this process, the objective of this work was to evaluate the implementation of the PNAE in the Federal EPCT Network. This is an applied research carried out through a cross-sectional, prospective, quali-quantitative, observational, descriptive and analytical study that used as data collection techniques the literature review, document analysis, participant observation and the application of a semi-structured form sent via email. The data obtained were tabulated in the Google Sheets platform and the results of the descriptive analyzes were expressed in relative and absolute frequency. Statistical analyzes and graphing were performed using the R software, version 4.1.0. To analyze the answers to the open questions, the method of Content Analysis by Bardin (2011) was used. The results indicate an increase from 27.1% to 76.1% in the percentage of implementation of the PNAE in the Federal EPCT Network, since the study carried out by Costa (2015). Two institutions reported not having implemented the PNAE in any of their units, both institutions in the North region, reinforcing the importance of studies that analyze the particularities of the PNAE in these institutions. Most participating units use decentralized PNAE purchasing management, totaling 58.2%, but the repercussion of this preference in the Network's schools is not yet known. Among the solutions proposed for the operational difficulties in implementing the Program, the categories indicated in the questionnaire stand out: in planning the use of resources from the National Program for Student Assistance and funding; in the acquisition of foodstuffs, the formation of specific commissions for these works and the dissemination of public calls on radio, TV and other means of communication was evident; in the receipt, storage and distribution of foodstuffs, the use of ready-to-eat foods and interns or scholarship holders to assist in the Program execution stages are highlighted; in the execution of the menu and rendering of accounts, the articulation with the Administrative Sectors regarding the financial execution of the Program and the elaboration of projects in the area of Food and Nutritional Education (EAN) stood out. As for the results of the participant observation, carried out at the Federal Institute of Education, Science and Technology of Tocantins (IFTO), it was observed that the engagement of servers with the PNAE occurred from knowledge about the Program. Some solutions for the operational difficulties found by the IFTO were similar to those mentioned in the questionnaire by other institutions in the Network, namely: articulation with the State and Municipal Education Departments for the mapping of family farming products; the choice of easy-to-handle items for the menu and the participation of servants in a training course for better execution of the Program. In general, there was an evolution of the PNAE in institutions of the Federal EPCT Network, especially in the IFTO.
