metadata.dc.description.resumo: O estado do Tocantins foi criado por meio do desmembramento do estado de Goiás no final da década de 1980. Nesse contexto, o papel de alguns deputados federais foi de grande importância na elaboração e defesa do projeto de criação do Tocantins com base em um ideal de desenvolvimento. Os líderes do movimento argumentavam que a autonomia política e administrativa da região seria a única maneira de promover seu crescimento econômico e social. Nesse sentido, o trabalho busca analisar em que medida o discurso desenvolvimentista, que fundamentou a luta em defesa da criação do Tocantins, vem conduzindo a atuação de parlamentares no Congresso Nacional. Para cumprir o propósito desta pesquisa, optou-se por integrar a perspectiva institucionalista e a interpretação de Raymundo Faoro sobre a estrutura patrimonial de poder que se estabeleceu nas instituições políticas brasileiras. Assim, fez-se necessário compreender o processo de formação do poder político no Tocantins e o papel do Poder Legislativo, enquanto instituição política. Esse processo foi discutido de acordo com pesquisa bibliográfica e documental. Com base nessa discussão, fez-se uma análise de conteúdo da produção legislativa do Tocantins. A análise recaiu sobre as sete legislaturas que compõe a trajetória política do estado, considerando os anos: 1989, 1991, 1995, 1999, 2003, 2007 e 2011. Os resultados apontaram que os parlamentares tocantinenses vêm apresentando baixa atuação no que se refere a proposições de ações voltadas para o desenvolvimento do estado. Observou-se que, com a criação do Tocantins, uma elite política se estabeleceu no poder e vem reproduzindo práticas patrimonialistas que, por sua vez, tem-se tornado um entrave para o desenvolvimento.
Abstract: The state of Tocantins was created by the division of the state of Goiás in the late 1980s. In this context, the function of some federal deputies was of great meaning in the development and defense of the project of creation of Tocantins based on a model of development. The heads of movement argued that the political and administrative autonomy of the region would be the only way to promote their economic and social growth. In this sense, this research aimed to analyze the level which the development speech, that justified the effort in defense of the creation of Tocantins, is conducting the activities of legislators inside Congress. To realize the purpose of this research, it was decided to integrate the institutionalism perspective and understanding of Raymundo Faoro on the equity structure of power that had been established in the Brazilian political institutions. So, it was necessary to understand the process of formation of political power in the Tocantins and the role of the parliament, as a political institution. This process was discussed based on literature and documents. Based on this discussion, it was a content analysis of legislative production of Tocantins. The analysis rested on the seven period legislatures that make up the political history of the state, considering the years: 1989, 1991, 1995, 1999, 2003, 2007, and 2011. The results showed that the parliament of Tocantins has showing low performance in relation to proposal for actions for the development of the state. It was observed that, with the creation of Tocantins, the political leaders established itself in power and comes reproducing patrimonial practices that, in turn, has become an obstacle to the development of the state.
