| metadata.dc.description.resumo: | Este relatório técnico tem por objetivo em analisar a possibilidade de inserção de projetos educacionais nas cadeias públicas das comarcas tocantinenses, verificar, inclusive, projetos já em andamento, como o caso do projeto Transformar que ocorre regularmente na Cadeia Pública da Comarca de Formoso do Araguaia-TO desde o ano 2016 aos presos condenados daquela comarca, observando sua funcionalidade, seus pontos e contra-pontos, a participação da sociedade local para idealização e conclusão do projeto naquela cadeia. Traça aspectos jurídicos e normativas elencadas na Constituição Federal de 1988, bem como na LEP – Lei de Execução Penal, que prevê o acesso à educação mesmo para pessoas privadas de sua liberdade, além de discorrer sobre pareceres e recomendações do CNJ – Conselho Nacional de Justiça e ainda as resoluções do MEC – Ministério da Educação e Cultura. Faz breve menção das escórias do cárcere e as irregularidades e ilegalidades ocorridas no ambiente que, pela norma, deveria ser ressocializador. Verifica os marcos: teórico, legal e empírico, demonstrando o aspecto histórico evolutivo e garantias fundamentais ligadas à educação, especialmente para ressocialização de pessoas presas, bem como a importância da ressignificação da educação, com ênfase nas dificuldades enfrentadas por educadores e gestores para ver a funcionalidade da educação nas prisões, desde estrutura física à humana. Sugere a extensão de projetos educacionais, mesmo da educação não-formal para serem implantados nas cadeias públicas tocantinense, considerando que maior parte dessas cadeias possuem presos condenados cumprindo pena restritiva de liberdade. Enfim, observa no fornecimento da educação às pessoas presas como uma possibilidade real de transformação de atitudes, ao menos a possibilidade de escolhas diferentes das quais inseriram o indivíduo no cárcere. |
| Abstract: | This technical report aims to analyse the possibility of integration of educational projects in the public prisons of the county tocantinenses, check, including projects already in progress, such as the case of the project to Transform that occurs regularly in the Public prison of the city of Formoso do Araguaia-TO, since the year 2016 to the prisoners, convicts in that district, observing their functionality, their points and counter-points, the participation of the local society for the conception and completion of the project in that chain. Outlines the legal aspects and regulations listed in the Federal Constitution of 1988, as well as in the LEP – Law on Penal Execution, which provides access to education even to people deprived of their freedom, in addition to talk about opinions and recommendations of the CNJ – National Council of Justice and the resolutions of the MEC – Ministry of Education and Culture. Makes brief mention of slag out of the prison and the irregularities and illegalities that have occurred in the environment that, by the standard, should be ressocializador. Check the milestones: theoretical, legal and empirical, demonstrating the historical aspect of evolution and fundamental guarantees linked to education, especially for the re-socialization of people arrested, as well as the importance of the resignification of education, with emphasis on the difficulties faced by educators and managers to see the feature of education in the prisons, since the physical structure to the human. Suggests the extension of education projects, even non-formal education, to be deployed in the public prisons tocantinense, considering that most of these chains have convicted prisoners serving sentences restrictive of freedom. Finally, it is observed in the provision of education to people caught as a real possibility of transformation of attitudes, at least the possibility of different choices of which entered the person in the prison. |
