Abstract: This study on urban agriculture, developed in the city of Palmas, capital of the state of Tocantins, Brazil, presented the results of the analysis carried out in 12 urban gardens under the responsibility of the Municipal Department of Rural Development. The aim of this work was to understand how small-scale family production occurs and to understand the four approaches related to this activity, namely: food security, social inclusion, income generation and ecology usually practiced in urban spaces. In this sense, the objective of the study was to understand the practices of urban agriculture and to make efforts to present potential benefits resulting from the activity to horticulturists. For this, it was necessary to understand the profile of the actors surveyed and their administrative difficulties to articulate a proposal for improvement in the management of urban gardens. The descriptive exploratory methodology applied to the study, by means of the description and complementation of the phenomenon of the urban gardens and empirical and theoretical analyzes, allowed to determine the profile of 183 horticulturists integrating the 12 gardens studied. It was concluded that the gardens promote the social inclusion of the families involved mainly the groups of people with low income, unemployed, elderly, women, among others through participation and inclusion. For this reason, it is important to promote the dissemination and recognition of the potential for the valuation of urban gardens as a tool to promote local development, generation of complementary income, social interaction of the horticulturalists involved and especially the cultural rescue of food production for own consumption. It is also concluded that urban agriculture developed in the city is of great relevance for the families involved, but it will be necessary to reduce some obstacles that reduce the capacity to take full advantage of the potential and opportunity offered by the gardens, such as: lack of inputs; credit; human resources and infrastructure, absent structures that harm small farmers. In addition to limitations usually imposed by the lack of adequate structure, such: access to the consumer market, support services and technical assistance, natural resources and guarantees aligned with municipal public policies.
