| metadata.dc.description.resumo: | O processo de produção do espaço urbano no Distrito de Luzimangues, em Porto Nacional, Tocantins, deu-se em dois momentos subsequentes: o primeiro veio especialmente pela mercantilização da terra, devido ao parcelamento desordenado neste local, com vistas a retenção especulativa, em razão de sua proximidade com a capital Palmas; no momento seguinte e como resultado deste primeiro momento, houve a proliferação de loteamentos despertando a atenção de pessoas que enxergaram nesse lugar a oportunidade, para além da especulação econômica, de construir a sua casa própria. Vê-se, então, nesta dinâmica territorial, o impulsionamento do crescimento urbano e da expansão do referido Distrito, gerando novas demandas por equipamentos e por serviços públicos, que, em um primeiro momento, foram estendidas à capital, Palmas. Porém, a situação tem perdurado e, atualmente, a população reivindica que essas demandas detectadas sejam atendidas pelo Poder público local no próprio Distrito. Este estudo analisa a dinâmica territorial de Luzimangues, como um espaço urbano consolidado, a partir do fenômeno da migração pendular e os reflexos desse modelo de urbanização periférica implantado, que impossibilita o exercício pleno do Direito à cidade, considerando a formação socioespacial do Distrito de Luzimangues, a partir da visão analítica do fenômeno da migração pendular em direção à capital, Palmas, introduzindo nesta estrutura dialética a atuação dos seus agentes sociais. Incluiu-se, também, a visão de sua interdependência socioeconômica, o estabelecimento de uma relação entre a busca por melhores serviços públicos, a necessidade da estruturação local (moradia, saúde, educação, transporte, lazer) e do protagonismo cidadão na produção do espaço urbano. Para realização deste trabalho, foram coletados dados em campo em duas etapas; a primeira com um questionário direcionado aos moradores e outra com entrevistas realizadas com gestores e lideranças políticas e sociais do Distrito de Luzimangues. Concluiu-se com o trabalho que as transformações ocorridas no espaço urbano e sua dinâmica territorial têm como referência Palmas, constatando-se o fenômeno da migração pendular, identificado a partir da observação da diferenciação de como o espaço é concebido, percebido e vivido pelos seus diversos agentes sociais. Verificou-se também que, a participação social no local ainda é tímida, mas tem sido buscada por meio de formação de lideranças, na linha institucional de reunir esforços para eleger representantes políticos que objetive fortalecer a luta por infraestrutura e investimentos neste local. |
| Abstract: | The production process of urban space in the District of Luzimangues, in Porto Nacional, Tocantins, took place in two subsequent moments: the first came especially from the commodification of the land, due to the disorderly subdivision in this place, with a view to speculative retention, due to its proximity to the capital Palmas; in the next moment and as a result of this first moment, there was a proliferation of subdivisions, attracting the attention of people who saw in this place the opportunity, beyond economic speculation, to build their own house. It is then seen, in this territorial dynamic, the impetus of urban growth and the expansion of the aforementioned District, generating new demands for equipment and public services, which were initially extended to the capital, Palmas. However, the situation has persisted and currently the population claims that these detected demands are met by the local government in the District itself. This study analyzes the territorial dynamics of Luzimangues, as a consolidated urban space, based on the phenomenon of commuting and the consequences of this implanted peripheral urbanization model, which makes the full exercise of the Right to the city impossible, considering the socio-spatial formation of the District of Luzimangues , based on the analytical view of the phenomenon of commuting towards the capital, Palmas, introducing the actions of its social agents into this dialectical structure. The vision of its socioeconomic interdependence was also introduced, the establishment of a relationship between the search for better public services, the need for local structuring (housing, health, education, transport, leisure) and citizen protagonism in the production of urban space . To carry out this work, data were collected in the field in two stages; the first with a questionnaire aimed at residents and the other with interviews with managers and political and social leaders of the District of Luzimangues. It was concluded with the work that the transformations that occurred in the urban space and its territorial dynamics have Palmas as a reference, verifying the phenomenon of pendular migration, identified from the observation of the differentiation of how the space is conceived, perceived and lived by the its various social agents. It was also verified that, the social participation in the place is still timid, but it has been sought through leadership training, in the institutional line of joining efforts to elect political representatives that aim to strengthen the fight for infrastructure and investments in this place. |
