Análise do funcionamento do sistema intermunicipal de gestão integrada de resíduos sólidos do Cariri: caso Comares

Abstract

The study evaluated the efficiency and effectiveness of the functioning of the Intermunicipal Solid Waste Management System of the COMARES Cariri consortium, considering the prerogatives of the National Solid Waste Policy, using five methodologies for this purpose: 5W2H to map the actors, factors and their respective functions in solid waste management obtaining twenty-two actions related to the system; SWOT Matrix and Waste Management Compliance Index Updated to construct a waste scenario regarding the functioning of the management system, thus obtaining different configurations of actors and factors in the system, exposing the potential of the urban waste concessionaire, lack of technical apparatus for municipalities and COMARES based on local reality, in addition to the fragility of the waste picker cooperative and local circular economy; while the updated Waste Management Compliance Index did not obtain satisfactory results since of the municipalities interviewed, only Crato was willing to respond; MACTOR and MICMAC headquarters were responsible for discussing the relationships of actors and factors in the system, showing that municipalities, the waste concessionaire and COMARES have great influence on the system and their internal problems can undermine waste management, infrastructure, maintenance and systems collections require greater attention from a management point of view and directly impact the system, in addition to recycling and cooperativism between collectors needing promotion, demonstrating the possibility of growth and integration in the system; The GUT Matrix hierarchized the problems, seeking to point out the most serious problems and pointing out solutions, such as the lack of designed infrastructure, technical apparatus and support from entities to carry out their activities, leaving them at the mercy of political uncertainty and susceptible to structural problems that can only be resolved with greater independence, investments in the sector and hiring of specialized technical staff, another important factor to be highlighted is the integration role that COMARES needs to play to include waste pickers and promote the circular economy in the region.
